The Draft Regulations note several federal law preemptions, including for entities and data subject to HIPAA, entities and data subject to the FCRA, and data subject to the GLBA. On the other hand, an AI tool that is used to produce an investment summary is arguably not ADMT because the investment summary itself is not a decision.
